Subject: Invitation for Registration and Enrolment of Sportspersons of Outstanding Merit (SOM) in the General Body of the Indian Rope Skipping Federation (IRSF)
The Indian Rope Skipping Federation (IRSF), recognized as the national governing body for rope skipping in India, hereby invites applications from eligible athletes for registration as Sportspersons of Outstanding Merit (SOM) for inclusion as voting members in the General Body of the Federation.
This initiative is being undertaken in accordance with the National Sports Governance (National Sports Bodies) Rules, 2026, notified by the Ministry of Youth Affairs and Sports (MYAS), Government of India, to strengthen transparency, athlete representation, and democratic participation in Indian sports governance.
Under the prescribed governance framework, the IRSF shall induct a minimum of four (4) Sportspersons of Outstanding Merit (SOMs), or a higher even-numbered category as required, into the General Body with full voting rights. In compliance with national sports governance regulations, exactly 50% of the selected SOM members shall be women athletes.
Eligibility Criteria for Sportspersons of Outstanding Merit (SOM)
To qualify as a Sportsperson of Outstanding Merit (SOM) under the IRSF governance structure, the applicant must:
- Be a citizen of India
- Be a retired national or international athlete
- Possess recognized sporting achievements under the following 10-Tier Merit Framework
10-Tier SOM Merit Framework
Tier 1: Applicants who have won at least one of any gold, silver or bronze medal in the Summer Olympic Games
or Winter Olympic Games, provided that any medal if rescinded, shall not be considered for the
qualification of having achieved outstanding merit, under this Tier.
Tier 2: Applicants who have participated in two or more editions of the Summer Olympic Games or Winter
Olympic Games.
Tier 3: Applicants who have participated in at least one edition of the Summer Olympic Games or Winter Olympic
Games.
Tier 4: Applicants who have been awarded a Major Dhyan Chand Khel Ratna Award or an Arjuna Award by the
Central Government, provided that any award if rescinded or returned, shall not be considered for the
qualification of having achieved outstanding merit, under this Tier.
Tier 5: Applicants who have won at least one of any gold, silver or bronze medal or equivalent placing, in a World
Championship or equivalent competition, provided that any medal if rescinded, shall not be considered for
the qualification of having achieved outstanding merit, under this Tier.
Tier 6: Applicants who have won at least one of any gold, silver or bronze medal or equivalent placing, in the
Commonwealth Games or Asian Games or Asian Winter Games, provided that any medal if rescinded,
shall not be considered for the qualification of having achieved outstanding merit, under this Tier.
Tier 7: Applicants who have won at least one of any gold, silver or bronze medal or equivalent placing, in an Asian Championship or equivalent competition, provided that any medal if rescinded, shall not be considered for
the qualification of having achieved outstanding merit, under this Tier.
Tier 8: Applicants who have participated in at least five sanctioned international events (if individual sport) or five
sanctioned international matches (if team sport).
Tier 9: Applicants who have participated in at least one sanctioned international event (if individual sport) or one
sanctioned international match (if team sport).
Tier 10: Applicants who have who have won at least one of any gold, silver or bronze medal or equivalent placing in the National Games or a National Championship or equivalent competition.
Application Process & Registration Form
Eligible athletes interested in applying for registration as a Sportsperson of Outstanding Merit (SOM) are required to submit the official SOM Registration Form along with supporting documents and achievement certificates.
Applicants must ensure that all information provided in the application form is accurate, complete, and supported by valid documentary evidence. Incomplete applications or submissions without proper verification documents may be rejected by the Federation.
The official SOM Registration Form can be accessed and submitted through the designated IRSF application portal/form link provided by the Federation.
Documents Required
Applicants may be required to submit:
- Proof of Indian citizenship
- Government-issued identity proof
- Sports achievement certificates
- Participation certificates
- Retirement declaration/self-attestation
- Passport-size photograph
- Any additional documents requested by IRSF
Last Date for Submission
The final date for submission of the SOM Registration Form and supporting documents shall be notified separately by the Indian Rope Skipping Federation (IRSF).
Applicants are advised to complete the registration process before the deadline to avoid disqualification or processing delays.
Purpose of Athlete Representation in IRSF Governance
The induction of SOM members into the IRSF General Body aims to:
- Promote athlete representation in sports governance
- Encourage transparent and democratic administration
- Strengthen athlete welfare and policy participation
- Ensure equal opportunities and gender representation in sports leadership
- Align rope skipping governance in India with modern national sports governance standards
